The Constitution is the fundamental law of the state, a special normative legal act that has the highest legal force. The constitution defines the foundations of the political, legal and economic systems of the state. In the vast majority of countries, the Constitution is adopted by referendum or constituent assembly.
The President of the Russian Federation is the guarantor of the Constitution and the provisions prescribed in it. By the way, the text of the oath, which the head of state pronounces at the inauguration, is also written in the basic law (Article 82). Russian leaders also swear on the Constitution.
When the holiday came
The current Constitution of the Russian Federation was adopted by popular vote on December 12, 1993. More than 58.2 million (54.8%) registered voters took part in that referendum. 32.9 million voted for the adoption of the Constitution.
The Constitution officially came into force on December 25, 1993, the day it was published.
In 1994, by decree of the President of the Russian Federation, a public holiday was created - Constitution Day. The date was set for December 12th. Also, for 12 years the holiday was a day off, but in 2005 the significant day became a working day, having received the status of a memorable date.
The basic law of the country has undergone a number of changes in 2020. The amendments were approved by an all-Russian vote, in which 77.92% of citizens supported the reform.
How is this day celebrated in Russia?
The celebration of this date is official. Usually they hold ceremonial meetings, concerts and flash mobs. Kindergartens, universities, schools talk about the main document of the country and about what rights and obligations of citizens are guaranteed by the Constitution of the Russian Federation. Also on this day, awards are given to outstanding lawyers and thematic conferences, excursions and exhibitions in museums are organized.
